The Committee-2008 appeals to the Supreme Court to cancel
the results of the 2003 Duma campaign. Liberals say they have several thousand
examples to demonstrate that the vote in 2003 was not free. Sergey
Mitrokhin said parties had unequal access to the mass media. The total
time given to United Russia came to 642 minutes, SPS - 396, KPRF - 316
(including mostly negative coverage), LDPR - 230 minutes, Yabloko - 197,
Rodina - 188.
Liberals also disclosed that official data on protocols 1 and 2 on party
lists and one-mandate regions did not tally. They did not tally for 254,000
votes, which is almost the number for a one election region. This proves
possible falsifications.
The third violation was that governors did not inform the population
in advance that they would not work in the Duma. Despite legal requirements,
many candidates, primarily governors and Federal Ministers, refused to
work as deputies. This was the case with 37 candidates from the list of
United Russia.
Sergey Mitrokhin says that the appeal is not PR-action, but a struggle
to make future elections transparent and true.
The appeal was not taken by the Supreme Court for consideration and
was sent to the chancellery. Activists of the Committee-2008 do not actually
believe in the success of the appeal, but they hope to draw the public's
attention to the issue.
