The leader of the YABLOKO party Grigory
Yavlinsky thinks that threats and challenges to Russia's security that
manifested themselves especially intensively in the recent months demand
first of all changes in the power structure in general and preservation
of the constitutional division of powers. Such a statement was made by
Yavlinsky to Interfax on September 6, 2004.
According to YABLOKO's leader, the chain of the acts of terror confirmed
the
existence of a system-defined problem in Russia. This includes the absence
of independent civil mechanisms of control over security services, the
absence of independent mass media and the parliament, political parties
and
independent elections, as well as independent business, as it merged with
the authorities, and the judicial system is in the same condition.
According to Yavlinsky, "in the absence of the real division of
authorities
the authoritarian regime is simply unable to manage such dangerous
challenges as terrorism, because corruption and lies penetrate it all
through."
YABLOKO's leader thinks that the situation will not change until the
power
structures, first of all the security, the interior and the defence
ministries will not perform a mass-scale change of their staff. "Honest
people, and our huge country has plenty of them, should be in demand,"
said
Yavlinsky.
Answering the question about YABLOKO's position here Yavlinsky's stated,
"We
insist on immediate resignation of the chiefs of the security, the interior
and the defence ministries, creation of a parliamentary commission on
the
investigation of the events in Beslan, and direct public dialogue with
the
President on the problems of security, the policies on Chechnya and Caucasus
in general." If the YABLOKO party were represented in the parliament
it
would have initiated an immediate adoption of the law on civil control
over
security services and law enforcement agencies," stressed Yavlinsky.
As regards the anti-terror meeting which the trade unions of Moscow
plan to conduct at Vassilievsky Spusk (Ed. by the Kremlin) on September
7, 2004, Grigory Yavlinsky noted that "some people, members of YABLOKO,
will come if they (have) such a desire. However, if YABLOKO would participate
in the meeting as a party, it would set forth different slogans."
