The Congress of the Russian Democratic Party YABLOKO reports
that the election campaign to the State Duma of the Federal Assembly of
the Russian Federation of the fourth convocation demonstrated that there
weren't democratic elections in Russia: the unlimited usage of administrative
resource and mass-scale falsification in vote-counting turned the elections
into a farce.
In this situation it is obvious that the forthcoming presidential elections
will be neither free, nor honest, neither fair, nor equal.
The Congress resolves:
1. Not to nominate a candidate from the Russian Democratic Party YABLOKO
for the presidential elections 2004.
2. Focus the efforts of the party on participation in regional and local
elections, considering the provision of complete control over observance
of federal laws as the highest priority.
3. Not to support the candidacy of Vladimir Putin at the elections of
the President of the Russian Federation.
