RBC, February 6, 2003, Moscow. The Russian State Duma Committee for Energy, Transport and Communications approved the amendments to the government package of draft laws aimed at electricity reform that will be submitted for a second reading by the State Duma. The amendments were developed by four State Duma centrist factions and agreed upon with the government. According to their authors, these amendments aim to "protect consumer rights during the transitional period, reduce consumer risks for the poorest individuals during the transitional period and grant the government proxies to monitor with the reforms".
According to the amendments made by centrist factions, liberalization of Russia's free electric energy market will begin after the signing of a corresponding decree by the government. Additionally, the government will identify the wholesale generating companies that will sell their energy to suppliers at fixed prices and the volume of these sales.
The government package of draft laws on electricity reforms was adopted by the Russian State Duma in the first reading on October 9, 2002. The second reading of the draft laws was originally scheduled for October 2002, but was postponed at the initiative of Duma centrist factions.
