| Moscow, December 11, 2003. On December 10, 2003, Deputy
Head of the YABLOKO party Sergei
Mitrokhin forwarded a complaint to the Central Electoral Commission
on the decision of district electoral commission No 192 of Moscow (Babushinsky
electoral district of Moscow) to declare the candidate from United Russia
party Sergei Shirokov as winner of the election. The press service of the
YABLOKO party informed Rosbalt that "this decision is unlawful, as
we noted serious violations in the counting of the votes cast for the candidates."
According to Mitrokhin, "YABLOKO's representatives managed to detect
falsification of the results of the election in the Yaroslavsky, Babushinsky
and Butirsky districts."
Mitrokhin also stressed that the first results obtained after the closing
of the electoral districts at 20.00 on December 7 demonstrated that he
was the leader. However, soon after this YABLOKO began receiving signals
from electoral districts that the counting of the votes had been stopped
and uncounted ballots had been forwarded to the territorial electoral commissions.
In addition, information was disclosed by the territorial electoral commission
Yaroslavsky that bulletins from electoral districts had been received unpacked
and had been taken from the premises of the territorial commission to a
separate room, where they were beyond the control of the members of the
electoral commission and observers. The same information, noted Mitrokhin,
was also received from Butirsky territorial commission.
"After we received the signals on these multiple violations, the
commission began releasing information that Shirokov was the leader of
the election, noted Mitrokhin. - YABLOKO thinks that the results of the
election were falsified and should be annulled, and that a new vote should
be carried out."
If the Central Electoral Commission declines his complaint, Mitrokhin
will go to court to demand the annulment of the results of the voting.
