Deputies from the YABLOKO faction plan to request that the Constitutional
Court check whether some provisions of the law "On Citizenship"
that recently came into force correspond with the fundamental
law of the country. As Deputy Head of the YABLOKO party Sergei
Mitrokhin told a correspondent of the Vremya Novostei newspaper,
the YABLOKO faction of the State Duma will initiate this appeal
to the Constitutional Court in September. However, YABLOKO is
most concerned about items in the new law which envisage the granting
of Russian citizenship to relatives of Russian citizens. During
work on the document in the Duma YABLOKO proposed retaining a
simplified procedure for the adoption of Russian citizenship by
those categories. However, the amendments debated during the first
and second readings in the Duma somehow missed the final variant
of the text.
Mitrokhin explained: "In particular, our amendment referred to
the parents of children residing in the Russian Federation. We
think that by coming to live with their children they should be
entitled to automatic citizenship. However, the final text of
the law introduced a provision for a one year term for the receipt
of citizenship."
In addition, when the deputies return from their holidays, YABLOKO
plans to introduce another amendment to the law referring to the
receipt of Russian citizenship by our compatriots abroad. Mitrokhin
added: "This amendment represents the same issue as repatriation
laws existing today in many countries, in particular in Germany
or Israel. This means that the procedure for the receipt of Russian
citizenship by compatriots who with roots or relatives in Russia
should be simplified. Only a country hating its compatriots would
refuse this norm." Deputy Mitrokhin who has all the grounds
to consider that he is living in such a country noted, "Certainly
we don't expect the Duma majority to abrogate the police norm
for testing the knowledge of Russian language, but at least patriotism
and humanism should come first when we discuss the problem of
our compatriots abroad."
