The State Duma, or the lower Russian parliamentary house, proposes
that President Vladimir Putin form an ad hoc group to finalise
pension reform legislation. A resolution to this effect has been
approved by 263 members of the Duma, against the bottom limit
of 226, with 6 "no" votes and no abstentions.
According to the resolution, the State Duma approves of the pension
reform concept advanced by the Chief Executive while realising
the need for an ad hoc group to elaborate common approaches to
the enabling legislation and to jointly work out a bill on the
Pension Fund's investments. Such a group should bring together
representatives of the presidential branch as well as members
of both parliamentary houses, the lawmakers believe.
The motion was submitted by the leaders Vladimir Pekhtin, of
the Unity faction, Yevgeny Primakov of the Fatherland-All Russia
faction, Sergei Ivanenko of the Yabloko faction, Igor Lebedev
of the Liberal Democratic Party faction, Gennady Raikov of the
People's Deputy group, and Oleg Morozov of the Russian Regions
group.
Earlier, the Duma passed on first reading the presidential bills
on government pension payments, pensions on retirement, and the
pension insurance system.
