The Yabloko faction does not support Mikhail Kasyanov’s Government
and believes that it should resign.
The recent statement to the effect that Russia would not fulfil
its obligations on foreign debt payments is not the first major
error of the government.
Our position on the government’s resignation depends on the
government’s readiness to immediately undertake definite steps
to support the proposals that the faction insists on.
We demand that the government support the following proposals
of Yabloko:
- initiate already this year, through additional budget revenues,
the transition to a contract-based army, double the remuneration
to to the military on a contract basis and reduce army conscription;
- make amendments to the Code on Criminal Proceedings and the
Law on the Public Prosecutor’s Office: an arrest should only
be performed on a court decision, the accused should have the
right to barrister’s help from the moment of his arrest;
- make amendments to investment legislation (in particular,
the laws on Production-Sharing Agreements) encouraging the inflow
of investments into Russia’s economy;
- urgently take measures to support small and medium-sized
business,
- protect it from the bureaucrats’ arbitrary rule, simplify
registration of enterprises and reduce taxes;
- consolidate the revenue base of local budgets;
- stop arbitrary measures against the independent mass media,
in particular NTV.
The faction will reconsider the issue of a vote of no confidence
in the Government, if it assumes specific obligations within a
month and starts implementing these proposals which are vital
for the country.
