On
September 14, Rosbalt information agency held a debate among
several political parties participating in the Moscow City
Duma election. The discussion was devoted to the loud and
disputable liquidation of the Cherkizovsky market place in
Moscow and problems of the small-scale business in general.
Representatives of the expert community, departments heads
of different state and municipal agencies, representatives
of political parties and businessmen (those whose business
suffered with liquidation of the market place inclusive).
Roman Zhigulsky, Chair of the For the Fair Market movement
and candidate to the Moscow City Duma from the YABLOKO party
represented the interests of the business community.
The “ring” was taken by Galina Mikhalyova, Executive Secretary
of YABLOKO’s Political Committee and Leonid Olshansky, member
of the Central Council of the Just Russia party.
The opponents had different views regarding the role of the
state power bodies in regulation of small and medium-scale
business. Galina Mikhalyova insisted that “the laws should
protect small and medium-scale business rather than large-scale
business only”. She said that the problem arising with liquidation
of a huge market place in Moscow is the system-based problem
and should be solved via legislative acts. Leonid Olshansky
praised the present legislative base, saying that closing
of large market places represented a positive trend, which
provoked resentment in the audience.
YABLOKO’s Galina Mikhalyova won the debate 17:6 at the voting
of the audience and 14:13 at the voting of experts.
