On
September 10, draft federal law “On introduction of amendments
into Article 39 of the Russian Federation law “On Education”
submitted by the YABLOKO faction was discussed by the Moscow
City Duma at its first meeting after summer vacation.
Chair of the Commission and member of the YABLOKO faction
Eugeni Bunimovich in his speech noted that the present law
grants research and high school institutions a right to create
entities for application of the results of their research.
However, institutions of vocational education have not enjoyed
such a right yet.
Commission members, representatives of the Moscow Education
Department and directors of Moscow colleges welcomed YABLOKO’s
amendment.
The draft law will provide opportunities for launch of production
by small and medium-scale enterprises created on the basis
of colleges which will allow them to raise the quality of
vocational training and will introduce the students into the
innovation process.
