The
Russian United Democratic Party YABLOKO calls to a cardinal
change of the federal policies at the Northern Caucasus. Kidnapping
and murder of Zarema Sadulayeva and Alik Dzabrailov shows
inability of the regional governments to perform their functions,
marks a failure of the federal policies in Chechnya, where
unlimited power was vested to Ramazan Kadyrov and none of
the human rights envisaged by the Constitution of the Russian
Federation are guaranteed, including the right to life.
It is obvious that the murder of human rights activists Zarema
Sadulayeva and Alik Dzabrailov is connected with their professional
activities.
Organisation Let’s Save the Generation where Zarema and Alik
worked provided assistance to children – victims of war. The
organisation has been acting as a part of the coordination
chain for UN organisations at the Northern Caucasus and rendering
aid to the mine victims. We know that its staff had to face
provocative actions from the law-enforcement agencies. In
April 2005 the former head of Let’s Save the Generation organisation
Murad Muradov and his colleague Ismail Kadayev were kidnapped
during special operation in Grozny. In 2006 their mutilated
bodies were returned to their relatives with a statement that
the murdered activists were “participating in the unlawful
armed gangs”.
We are marking that another kidnapping and murder of human
rights activists in Chechnya took place right after the interview
of Chechen President Ramazan Kadyrov where he insultingly
referred to the recently assassinated human rights activist
Natalya Estemirova.
The Russian United Democratic Party YABLOKO expresses condolences
to the relatives and friends of Zarema Sadulayeva and Alik
Dzabrailov and their colleagues in the Let’s Save the Generation
organisation.
We demand comprehensive investigation of the murder of Zarema
Sadulayeva and Alik Dzabrailov and unconditional punishment
for all the guilty.
