The leader of the YABLOKO party and its faction in the Moscow parliament Sergei Mitrokhin submitted to the Moscow City Duma a draft appeal to the Mayor of Moscow on overcoming the consequences of a failed experiment in the energy sector held in the East and South-East of Moscow.
The draft bases on the resolution developed by the initiative group of the residents of the Eastern and South-Eastern Districts of Moscow and YABLOKO’s leader Sergei Mitrokhin.
The goal of the experiment was to replace one energy provider (Mosenergosbit) with another (Rusenergosbit M). In accordance with the order of Deputy Mayor Pyotr Biryukov the managing companies had to conclude on behalf of the citizens contracts with a new energy company. Moreover prices for energy provision from the new company were set up on the basis of some “average” indicators, rather than on individual basis. Thus, for some households energy bills grew by several times. And logically the experiment provoked public discontent.
Moreover the draft cites a low level of information provision, low quality of services and a corporate war (between Mosenergosbit and Rusenergosbit M). The document also indicates that the right of the citizens to choose between energy providers should be realised.
The draft will be examined at the Commission for Municipal Economy and Housing Policies of the Moscow parliament.
