Speaking on March 26, 2003 at the annual plenary session of the Central Committee of Trade Unions of Workers of Education and Science Chairman of the Duma Committee on Education and Science Alexander Shishlov (the YABLOKO faction) stated that the nation-wide protest action (on February 26-28, 2003) against the government's reform plans for the wages for budget workers had clearly been a success: "The Government acknowledged that the draft concept of the Labour Ministry should contain federal guarantees for the wages of budget workers."
According to Shishlov, in addition to such guarantees, efficient mechanisms should be developed for the wages of workers of the education sector and other budget workers.
The participants of the plenary session approved Shishlov's proposal on the creation of a trilateral commission to finalise the reform plan (involving the government, the State Duma and trade unions).
Shishlov also said that the draft address to the Chairman of the Government
Mikhail Kasyanov on the creation of the trilateral commission would
be reviewed at the plenary meeting of the State Duma on April 2, 2003. See also: Reform in Education | |||
