The participants of the Democratic Assembly support the fight against
international terrorism

The participants of the All-Russia Democratic Assembly held in Moscow on Monday, December 3, 2001, supported the creation of an anti-terror coalition. "The Democratic Assembly thinks that the creation of the present anti-terror coalition supported by a number of Arab and other countries with the majority of Muslim population is timely," states the declaration adopted by the Assembly. At the same time, all the participants of the Assembly think that "force should be used with extreme caution." The declaration proposes that the international community develop "international legislation which would clearly define the crimes requiring urgent international intervention", and also create sub-national judicial bodies that determine whether such intervention is necessary and define the mechanisms for regulating the procedures for using force. In particular, the declaration notes that "it is necessary to work out single legal definition of terrorism, to rule out any possible use of the fight with this evil as a pretext for resolving political problems by force." "We draw attention to the danger of an arbitrary treatment of separatist actions and other domestic social, religious and ethnic conflicts as a manifestation of international terrorism only," is stated in the document.
