During the elections of the deputies of local government in the city of Elista (Ed. capital of the Republic of Kalmykia) "different violations of republican and federal laws were committed at all stages of the election campaign from the nomination and registration of candidates to the summary of the election results".

This excerpt comes from the Resolution On Violations of Law in the Republic of Kalmykia" adopted by the Central Council of the Yabloko Association and disseminated on February 21, 2001.

The resolution also states: "Even though many of these violations were fixed by court decisions that came into force, criminal investigations have been initiated on some of these violations and audits have been conducted by the Public Prosecutor's Office, the republican and municipal authorities, including the regional electoral commission' publicly declare that there were no violations during the election campaign and that the results of the voting are not subject to review."

It adds: "Yabloko believes that power in Elista has been seized illegally by a representative of one of the local clans."

The Central Council also noted that "the wait-and-see indecisiveness adopted towards these blatant violations by the republican authorities subordinate to the federal authorities, in particular the municipal and Supreme Court of the Republic of Kalmykia, demonstrates that the programme declaration of the President of the RF Vladimir Putin on strengthening law and order and restoring a single area of law, has been ignored by the federal structures of Kalmykia."

The Resolution also states that "social and political relationships in the Republic of Kalmykia are regulated by unwritten local laws which challenge directly federal law"; whereas "there has been no effective reaction from the Plenipotentiary Representative of the President in the Southern Federal District."

The document continues: "The Central Council demands that President of the RF immediately take measures to restore law and order in the Republic of Kalmykia."
