The Yabloko faction finished collecting
the signatures it required for the petition filed with
the Audit Chamber of the RF to audit for the third time
since 1998 the use of federal budget funds by the government
of Kalmykia Republic in 1998-2000. The petition of the
deputies will be sent to the Audit Chamber on October
17, 2000.
The deputies state in the petition their that the
lack of control over
the
use of federal budget funds “makes it possible for
the leadership of
Kalmykia to freely and unaccountably dispose of budget
funds, use them
inappropriately, and creates the requisite conditions
for theft and
arouses
serious social tension in the republic.”
The deputies request that the Audit Chamber pay special
attention to
the
appropriate use of
federal budget funds in 1998-2000 in the Republic
of Kalmykia by the
state
enterprise “The Agency for Development and Co-operation,
under the
President
of the Kalmykia Republic, by the Fund for the Programmes
of the
President of
the Kalmykia Republic, and the use of funds allotted
by the RF
government to
the construction of housing for residents whose homes
were flooded by the Caspian Sea in 1995 and 1997,
to the activity of the
Concern for the Assistance in the Formation of Khalzan,
the lawfulness
of
the use of budget fund to build “Chess-City” and finance
“Uralan”
football
club.
During the first audit (1998) the leadership of the
republic did not
allow
the auditors of the Audit Chamber to inspect the financial
structures of
Kalmykia. Similarly the second audit (1998) was not
conducted in full,
as
the requisite documents were destroyed.
Pursuant to the law on the Audit Chamber, 95 signatures
of the deputies
of
the Duma are required to instigate an audit. The collection
of
signatures,
entrusted by the Yabloko faction entrusted to its
deputy Valeri
Ostanin,
was performed on October 11-13. Representatives from
all the factions
of
the Duma signed the document. The audit should be
conducted before
January
1, 2001.
