At a meeting of the leaders of the Duma factions
and the President on
September 13, Grigory Yavlinsky expressed on behalf
of Yabloko his
satisfaction that the journalist of the “Sovietskaya
Kalmykia Segodnya” newspaper and one of the leaders
of the Yabloko
branch in
Elista Larissa Yudina had been awarded the Order of
Courage
(posthumously).
At the same time Yavlinsky asked for the President’s
help in ensuring
punishment for the people behind the contract killing
of Larissa Yudina.
He
also noted that Yabloko had discovered their names
through its own
independent investigation.
In addition Yabloko’s leader explained to the President
the faction’s
position on the governmental draft budget for 2001,
stressing that the
faction will introduce complex proposals embracing
all the major
directions
of the country’s budget for 2001.
In particular, Grigory Yavlinsky proposed a compromise
between the
position
of the government which had proposed one figure for
budget revenues,
proceeding from low oil prices and the position of
some factions
demanding
an increase in the figure for budget revenues. In
Yabloko’s view ,the
present figure for budget revenues should be preserved,
but the
expenditure
on all additional revenues obtained if oil prices
are higher than those
stated in the budget should be rendered absolutely
transparent.
Raising the issue of relations between the centre
and the regions
envisaged
in the budget, Yavlinsky noted that Yabloko supported
a reduction in
governors’ political strength. However, Yabloko advocates
an expansion
of
their economic potential.
As part of budget expenditure Yavlinsky proposed
allocating expenditures on education as a priority
item; and speaking about military expendituresYavlinsky
noted that it was first of all necessary to achieve
transparency in this sphere and monitor the movement
of all the funds to the consumer in each item, rather
than increase the volumes of financing.
