Sergei Ivanenko advocated the restoration
of the Russian delegation's rights in PACE at a meeting of
the Parliamentary Assembly on June 29, 2000. He stressed that
he had come to speak at the PACE session on behalf of Yabloko,
which obtained the votes of 5 mln Russia’s citizens in recent
elections.
He also reminded the audience that Yabloko
had from the outset criticized the actions of the federal
forces in Chechnya, assessing them as sheer adventeurism.
Sergei Ivanenko also stressed that the current situation
represented a new phase. According to Ivanenko, at this
stage broad-scale military actions have been considerably
curtailed, there are no broad-scale assaults by the military
aviation and artillery shots on city squares. He characterised
the present stage as an aggressive partisan and diversionary
war conducted by the terrorists.
Ivanenko also stressed that he could not
perceive any military solution to the conflict in Chechnya,
believing that only a political settlement would be possible
there.
Another representative of the Yabloko faction
Alexander Shishlov, who also made a speech at the session,
informed PACE deputies of the preparation of a draft resolution
which envisages a report on the freedom of the press in
Russia.
He also said that he had drafted, together
with Sergei Ivanenko and a number of other deputies, an
amendment to the final resolution on the Chechen problem.
It state that the Assembly expresses its hope that that
the influence of State Duma would be active and exercise
a significant influence in improviing the human rights situation
in Chechnya, and that consequently, the right to vote might
be restored for the Russian delegation.
