is receives a prize for his contribution to implementation
of the ideas of freedom, private property, competition and
the rule of law

The leader of the Yabloko faction Grigory Yavlinsky received
an award from the Liberal Institution of the Czech Republic
"For contributing to the dissemination of liberal ideas
and implementation of the ideas of freedom, private property,
competition and the rule of law".
The award will be handed over in Prague on May 2, 2000.
This award is granted annually. Previously it had been granted
to Nobel Prize winners in the economy Harry Becker and Milton
Friedman, the Finance Minister of New Zealand Roger Douglas
(architect of one of the most successful economic reform
programmes in the world) and President of the Federal Bank
of Germany Hanz Tietmeier. At the ceremony Grigory Yavlinsky
will deliver a speech.
Earlier, on April 25, 2000, at the invitation of the Russian-French
Friendship Society, Grigory Yavlinsky will deliver a speech
to members of the French Senate (the upper chamber of the
French parliament), representatives of French scientific
and business circles, as well as the leaders of a number
of socialist parties of European countries.
The speech will focus on the situation in Russia after
the elections, the role of Yabloko in the country's politics
and the significance of the democratic coalition. This speech
will take place as part of the conference "National Consciousness
and Democracy in Russia" to be held in the French capital.
In addition, meetings between the Yabloko leader and the
Prime Minister, the French Minister of Foreign Affairs,
the Mayor of Paris and the General Secretary of the Socialist
Party of France are scheduled for April 26-27.
On May 3 Grigory Yavlinsky will deliver a speech to the
political, scientific and business circles in Bratislava
and Slovakia.
On May 4-5 Grigory Yavlinsky will participate in the work
of the 33th World Congress of the International Chamber
for Trade to be held in Budapest, Hungary, under the slogan
"The Geopolitical Kaleidoscope: the Next Configuration".
Speeches at the Congress and meetings with the political
leaders and the Director-General of the World Trade Organisation
Mike Moore are scheduled for this visit.
On May 6 Grigory Yavlinsky will return to Moscow.

The issue of proposing a single democratic candidate for
the gubernatorial elections in St Petersburg has been resolved.
Deputy of the State Duma and a candidate for the post
of St Petersburg governor, Igor Artemyev (the Yabloko faction)made
this statement at the opening of his reception office on
April 25, 2000.
Answering questions from journalists, he noted that here
(in St Petersburg) we are taking an important step forward
towards a real union of democratic forces, providing an
example to the democratic movement all over Russia. Igor
Artemyev said that in his opinion it is absolutely obvious
that if Governor Vladimir Yakovlev and his team will stay
in power, the city will face serious problems. Artemyev
added: any declarations of the state power in support of
the present Governor merely demonstrate his dependency on
Moscow and his readiness to sell the native city to remain
in the good graces of the centre. He is sure that if Yakovlev
stays in power for a second term, the situation in the city
will change to the benefit of the Moscow oligarchs.
According to I Artemyev, at present negotiations are continuing
with different political organisations, including the Unity
movement continue. He thinks that after the official proposal
of a single democratic candidate, provided the dynamics
of the struggle is high, they (the Unity) can join us. In
addition Artemyev said that negotiations are being held
with a number of other candidates for St Petersburg governor
and depending on their results the democratic coalition
may be expanded . According to Artemyev-s sources, this
may happen after May 10. The elections of St.Petersburg
governor will be held on May 14.
On April 24 Yabloko and the Union of Right-Wing Forces
signed an agreement, whereby they will name a single candidate
on May 6.

Sergei Stepashin
does not believe that his Deputy in the Audit Chamber of
the Russian Federation Yuri Boldyrev should be running for
governor in St Petersburg

The Chairman of the Audit Chamber of the RF and former
Deputy of the State Duma from the Yabloko faction, Sergei
Stepashin, does not approve the decision of his deputy in
the Audit Chamber of the Russian Federation, Yuri Boldyrev,
to run for the post of governor in St Petersburg.
He made this statement during a press conference in St
Petersburg on April 25, 2000. As a citizen he is entitled
to do this (participate in the elections), said Sergei Stepashin.
But I think that if you occupy such a high post and decide
to participate actively in politics in the Duma elections,
and elections to the St Petersburg Legislative Assembly
earlier, and than gubernatorial elections, - then you have
only one option. According to Stepashin, on April 21 at
the first meeting of the board he told the auditors of the
Audit Chamber that one of the main tasks of the Chamber
is to be, from the viewpoint of political preferences a
politically neutral body.
Stepashin also said that an amendment to the law on the
Audit Chamber will probably be introduced, which will prohibit
the workers of this supervisory body from engaging in politics.
Commenting on the Audit Chamber's audit of the State Hermitage
Museum and alleged multiple violations, Stepashin said that
he had already requested the necessary documents in order
to be able to get to the bottom of the matter. At the same
time, Stepashin believes that auditing materials should
not be published in such a rush.
The Chairman of the Audit Chamber also informed the press
that he was going to meet Yuri Boldyrev on April 27, and
them the Director of the Hermitage Mikhail Piotrovsky and
the Minister of Culture Mikhail Shvydkoi. After that I will
ask the auditor Pyotr Chernomord, who conducted the audit,
to make his own observations, said Sergei Stepashin. He
will do all he can so to make sure that none of the materials
of the Audit Chamber of the RF are used for political purposes.
Otherwise we will discredit the idea of the independence
of this supervisory body. Stepashin also noted that, of
all the candidates in the gubernatorial election in St Petersburg
he knows very well the one man who can work well Igor Artemyev.
Sergei Stepashin also stressed that he would be pleased
if the whole potential of this man, not only as a Deputy
of the State Duma, could be used, irrespective of politics".
