Grigory Yavlinsky
proposes conducting negotiations from a position of force
to terminate the partisan war in Chechnya
|

 The
leader of Yabloko, Grigory Yavlinsky, thinks that Moscow
must conduct "negotiations from a position of force” with
the representatives of the opposing side to stop the partisan
war in Chechnya.
“Negotiations from a position of force are absolutely necessary
to stop the partisan war, “ said Grigory Yavlinsky on the
Ekho Moskvy radio programme on April 6, 2000. Grigory Yavlinsky
is also sure that “the search for a decision to stop the
partisan war” is today “the most important issue”.
“I insist that it is absolutely necessary to take political
decisions to stop the partisan war, as otherwise the bloodshed
will broaden and losses will only increase,” stressed Grigory
Yavlinsky.
He also thinks that “it is necessary to begin negotiations
about terminating the partisan war” in Chechnya “with virtually
everybody who is not directly involved in executions, terrorism,
beheadings and the slave trade” and “who can represent the
opposing side”; and “first of all with people elected in
1997”.
According to Yavlinsky, “it really makes sense to introduce
a state of emergency in those areas of Chechnya where any
local self-government was liquidated, in order to be able
to return everything within the framework of the norm”.
Answering further questions, the leader of the Yabloko faction
said that he would not participate in gubernatorial elections
in any subject of the RF. "I have not set myself such a
task, as I see many problems that require their decisions
for all the regions of Russia,” noted Yavlinsky.
Grigory Yavlinsky also said that he respects Deputy Prime
Minister Valentina Matvienko and expressed his gratitude
to her for supporting the candidacy of Igor Artemyev, proposed
by Yabloko as candidate for the post of Governor of St Petersburg.
The Yabloko leader expressed hope that Igor Artemyev would
also be supported by the Union of Right-Wing Forces and
other democratic organisations.

Grigory Yavlinsky
and Stanley Fischer discuss economic situation in Russia
|
|
Joint economic programmes of Russia and the IMF are out
of the question, until a new Cabinet is formed.
The First Deputy Executive Director of the International
Monetary Fund Stanley Fischer made this clear during a meeting
with Yabloko's leader Grigory Yavlinsky in the morning on
April 6, 2000.
Stanley Fischer is now in Moscow on an official visit.
After the meeting Grigory Yavlinsky said that he had discussed
a wide range of economic policy issues with the IMF representative.
The leader of Yabloko also stressed that it had been noted
during the meeting that "a number of mistakes made by the
Russian government together with the IMF led to the economic
crisis and stagnation in Russia." "I repeated to Stanley
Fischer my proposals on how to improve the economic situation,
which can be summed up as closer ties between the institutional
reforms and macroeconomic stabilisation," said Grigory Yavlinsky.
In turn Stanley Fischer stressed that he has "long professional
relations and close economic views" with Yabloko's leader.

Yabloko's
leadership supports initiatives to create a democratic coalition
in Russia

In a unanimous vote, the Bureau of the Central Council
of the Yabloko movement backed the initiatives to create
a joint democratic coalition in Russia at its meeting on
April 6, 2000.
The problems related to the creation of such a coalition,
as well as the issue of reforming the party, will be discussed
at the meeting of the Central Council of Yabloko scheduled
for April 22-23, 2000. Yabloko's leader Grigory Yavlinsky
believes that the party needs to be radically reformed.
The congress of Yabloko is likely to be held at the end
of May.
