Anatoli Chubais welcomes the declaration of Grigory Yavlinskyabout
the creation of a coalition of right-wing liberal forces.
One of the leaders of the Union of Right-Wing Forces,
Anatoli Chubais, expressed his satisfaction that Grigory
Yavlinsky had accepted the offer to consolidate right-wing
liberal forces. However, the head of RAO UES (Unified Energy
System of Russia)" recalled that he had already put forward
a similar proposal on behalf of the SPS to Grigory Yavlinsky
during the Duma electoral campaign at the end of last year.
According to the declaration made by Anatoli Chubais on
March 22, 2000, he hoped that the position Grigory Yavlinsky
announced on March 22, 2000 was not merely an electoral
campaign gambit and that it would be implemented by the
Yabloko leader in daily political work after the presidential
elections.
While he welcomed the declaration of Grigory Yavlinsky,
Anatoli Chubais noted that, in accordance with the decision
of their parliamentary faction and the co-ordination council
of March 14, the SPS would nevertheless continue to support
Vladimir Putin and would call on citizens to participate
actively in the presidential elections on March 26, 2000.

Vladimir Lukin
meets representatives of the Chechenian community

The Deputy Speaker of the State Duma, Vladimir Lukin (from
the Yabloko faction) held a meeting with representatives
of the Chechenian Republic, that included the Head of the
Republican Party of Chechnya, Hamid Vitushev, Chairman of
the Chechenian Banks Association Usman Yerihanov, representative
of the parliament of Chechnya in Moscow Hamid Hatuyev and
others.
In an interview on March 21, 2000, Vladimir Lukin noted
that the envoys of the Chechenian people expressed their
"concern that the actions of the federal troops in liquidating
bands in Chechnya are still not accompanied by an active
search for a political resolution of the problem."
According to Vladimir Lukin, his interlocutors assessed
the recent meeting with acting President Vladimir Putin
and other leaders of the country with heads of local administrations
of different areas of Chechnya under the control of the
federal troops as useful and positive in all aspects. At
the same time, Vladimir Lukin noted that the envoys of Chechnya
referred to the inadequacy of such episodic contacts.
According to Vladimir Lukin, during this meeting the envoys
named a number of authoritative Chechenians who could, from
the Chechenian side, head the process of negotiations with
Moscow to find a political resolution of the problem. They
included among such leaders Ruslan Khasbulatov, Salambek
Khadzhiev, Lecha Magomadov and some others. "According to
my interlocutors, these people are respected in Chechnya
and obviously are ready to confirm in negotiations with
Moscow that Chechnya is an integral part of the Russian
Federation," said Vladimir Lukin.
All the participants of the meeting realise that the State
Duma cannot solve the problem of initiating a political
settlement in Chechnya. Therefore, Vladimir Lukin noted,
the guests asked him to notify the executive authority of
the substance of the meeting. Viktor Zorkaltsev (the CPRF),
Chairman of the Duma Committee for Public Relations with
Public Associations and Religious Organisations also took
part in this meeting.

The head-quarters of presidential candidate Grigory Yavlinsky
demanded an immediate investigation into the circumstances
surrounding the attack on the Noginsk Region (Moscow region)
electoral head-quarters of Yabloko’s presidential candidate.
According to reports to Interfax, the attack on the Noginsk
Region electoral head-quarters of Yavlinsky took place on
March 22 at 10.40 p.m. This was assessed in the head-quarters
as an “act of terror”. “We demand that the Minister of Interior
Vladimir Rushailo investigate this incident immediately,”
said Sergei Mitrokhin, Political Director of the election
campaign, Deputy of the State Duma.
According to the electoral head-quarters, two more incidents
occurred yesterday alone, which demonstrates a desire to
push pressure on Yavlinsky’s allies. In particular, Yavlinsky’s
authorised representatives in Petrozavodsk (Karelia) were
arrested twice: representatives in Tula were also arrested.
“All this was done under the pretext of violation of propaganda
rights”, added the head-quarters. “Political pressure on
the allies of presidential candidate Grigory Yavlinsky has
been transformed into physical pressure at the final stage
of the election campaign, “ stressed Sergei Mitrokhin.
Yavlinsky’s allies think that such actions are doomed to
failure and will have the opposite effect. “We think that
Grigory Yavlinsky’s chances abruptly grew, as he will reach
the second round, and not Zyuganov,” said Sergei Mitrokhin.
