Grigory Yavlinsky proposes the creation of three safety
zones in Chechnya. "The first zone would lie to the North
of the Terek River. The second, the central zone, would
be situated to the South of the Terek. The third safety
zone includes the mountainous areas of Chechnya", said Grigory
Yavlinsky in a live interview with the "Svoboda" radio station
on March 12, 2000.
Yavlinsky believes that the economy should be completely
restored in the first zone and that civilian rule should
be established in the central part. "Special operations
should be carried out in the mountainous zone against everybody
who refuses to lay down their arms," noted Yavlinsky. Grigory
Yavlinsky advocates negotiations in Chechnya with all those
who recognise Russian law and the Constitution of the RF
and did not participate in the acts of terrorism and crime.
"Dialogue should be carried out with all those who were
elected by the Chechen people. In my opinion everything
signed by President Yeltsin remains in force," stressed
Yavlinsky. Yavlinsky believes that the victory over terrorism
can only be achieved, if the federal authorities can draw
the people of Chechnya on its side. Yavlinsky also proposed
elevating the status of plenipotentiary representative of
the government or the President of the RF in Chechnya.

Yavlinsky thinks that even hypothetical support of the idea
that Russia may enter the NATO bloc on behalf of the leadership
of Russia may have negative consequences for the RF.
In his recent interview to the BBC the acting President
Vladimir Putin answering the question from the in interviewer
said that he did not exclude a possibility that Russia my
enter the NATO bloc. According to Grigory Yavlinsky, this
will result in "free broadening of the alliance to the East
." In addition, as the presidential candidate said in the
"Nedelya" programme on the TVC channel on March 11, 2000,
"Russia will have to pay by silence for joining of the Baltic
states and Ukraine to NATO".

On March 11, 2000, speaking at a mourning meeting in the
Zentralny Dom Litertora, Grigory Yavlinsky noted that many
tragedies had happened over the past 10 years in Russia,
and “despite the developments, people perceive them as political
tragedies”.
Society never learned what really had happened, said Yavlinsky.
According to Grigory Yavlinsky, Atryom Borovik began investigating
the reasons for developments, “opening the eyes of people
to the truth, trying to make the country cleaner, more honest
and more easy to understand”. The Yabloko leader noted that
at their last meetings Artyom Borovik told him, that the
topic of explosions in Moscow bothered him greatly and that
