Born March 2, 1959 in the city of Ulyanovsk. After leaving school
in 1970 she was admitted to the Economic Faculty of Lomonosov
State University, Moscow.
1975-1979 - postgraduate at the Institute of Economy of the Russian
Academy of Sciences.
One daughter, born in 1981.
1979-1983 - correspondent of the "Ekonomicheskaya Gazeta"
weekly.
1983-1990 - head of department at the Chair of the Population's
Living Standards at the State Labour Committee. Participated in
the drafting and examination of governmental social programmes.
1990 - participated in the drafting of the non-governmental programme
"Transformation to a Market Economy" ("500 Days");
supervised social reforms as a member of the State Commission
of the Council of Ministers of the RSFSR for Economic Reform.
1991 - left the Government after the rejection of the "500
Days" Programme; cofounded the Center for Economic and Political
Research (EPIcenter).
Currently works at EPIcenter as a leading researcher. Specialised
in the social problems of transforming post-communist systems
during their reform. Head of working group responsible for drafting
EPIcenter's analytic reports on Russian social policy. Supervises
EPIcenter's philanthropic support of charities and hospitals.
From December 1993 - Deputy of the State Duma of the Russian
Federation.
On December 19,1999, elected Deputy of State Duma of the Federal
Assembly of the Russian Federation of the third convocation on
the federal electoral district (Yabloko list).
Member of the State Duma Committee for Public Associations and
Religious Organisations. Head of the Committee for Social Policy
of the Yabloko Faction.
