Leader of the Vologda branch of Yabloko Nikolai Yegorov fined in a criminal case for “discrediting the army”

The judge of the Veliky Ustyug District Court of the Vologda Region made a decision on 25 April. Nikolai Yegorov, former deputy of the Vologda Legislative Assembly, father of six children and Chairman of the regional branch of the Yabloko party, will have to pay the state 200,000 roubles.
It should be noted that Nikolai Yegorov was found guilty of “discrediting the army” (Article 280.3 Part 1 of the Criminal Code) for posts on social networks. On 3 May, 2023, a group of police officers (12 people) detained Yegorov near his country house and then took him to his apartment for a search. Investigative actions also took place in the apartment of Yegorov’s daughter. On 5 May, 2023, a search took place in the office at Yegorov’s place of work. Equipment and data storage devices were confiscated from Yegorov. His family and he himself was under a ban on certain actions for almost a year while the investigation was going on.

The head of the Yabloko faction in the Moscow City Duma, Maxim Kruglov, received a response from the Ministry of Emergency Situations of the Russian Federation about the reasons for the mass death of people due to a fire as a result of the terrorist attack in Crocus City Hall on 22 March, 2024. The ministry reports that investigative actions are currently underway, including on the issues of putting the facility into operation, its functioning, finishing of the premises and the operability of all fire protection systems. In addition, the Ministry of Emergency Situations reported that it had supported amendments to legislative acts related to improving the activities of the federal state fire supervision. The bill was introduced to the State Duma after the tragedy in the Zimnyaya Vishnya shopping mall in Kemerovo in March 2018. Then the fire claimed the lives of 64 people. At the same time, it follows from the response of the Ministry of Emergency Situations that the bill introducing the definition of “a facility with a large number of people” and stipulating that state construction supervision at these facilities should be carried out with the participation of specialists from fire supervision authorities, has not yet been adopted. According to the information system of the State Duma web-site, the amendments to the legislation “stuck” at the second reading stage.

Alexei Arbatov on the US deployment of previously banned complexes in Asia: “This situation is fraught with a new missile arms race”

Past week, the United States deployed medium-range ground-based missile systems in the Asia-Pacific region for the first time (see Kommersant on 16 April): army Typhon systems were deployed to the Philippines as part of the exercise. Previously, such weapons were prohibited under the Russian-American Treaty on Elimination of Intermediate-Range and Shorter-Range Missiles. The Russian Foreign Ministry warned that the emergence of American ground-based medium- and shorter-range missile systems in any region could lead to Russia abandoning its voluntary moratorium on the deployment of such systems on its territory. Kommersant correspondent Yelena Chernenko spoke with Academician Alexei Arbatov, head of the Centre for International Security at the Institute of the World Economy and International Relations of the Russian Academy of Sciences, , about the background and possible consequences of this situation.

Können wir uns Russland überhaupt vorstellen ohne eine wirtschaftliche und humanitäre Verflechtung mit dem Rest Europas?
Solang ich mich erinnern kann, hat man uns Russen Folgendes von allen Tribünen der Macht aus versichert – den sowjetischen Tribünen und später den russischen Tribünen: dass das bürgerliche Europa „untergeht“, dass es „seinen letzten Atemzug macht“. Man hat uns gepredigt, Europa sei dabei, seine politische, wirtschaftliche und kulturelle Existenz zu beenden, und zwar mit all den Werten, für die es bei uns berüchtigt sei.
Aber trotz dieses prophezeiten Verfalls hatte Europa aus irgendeinem Grund immer genügend Verlangen und Kraft dazu, Russland andauernd zu schaden und seine Entwicklung auf jede erdenkliche Weise zu behindern. Wenn man der Redekunst unserer Politiker, Politologen und anderer Kämpfer im Informationskrieg gegen den „kollektiven Westen“ nach urteilt, so ist Russland selbst eine „besondere Zivilisation“ und nicht Europa. (Ich möchte hier daran erinnern, dass ein Teil unseres Landes, von unserer Westgrenze bis zum Ural, schon aus geografischer Sicht zu Europa gehört. Aber hier geht es natürlich nicht um geografische Fragen.)

On 21 April, Russia celebrates Local Government Day. The memorial date was established by President Vladimir Putin in 2012. On this day (2 May, as of the new style) in 1785, Catherine II of Russia issued a “Charter on the Rights and Benefits of the Cities of the Russian Empire”. The document established new elected city institutions, expanding the circle of voters and consolidating the foundations of self-government. In accordance with the Charter, a meeting of the “city community” was convened in cities every three years, which included only the wealthiest citizens. The permanent city body was the “General City Duma,” consisting of the city mayor and six councilors.
The Deputy Chairpersons of the Yabloko party write about the level of development of local self-government and its prospects in our country and individual regions.

Yabloko municipal deputies In Kostroma and Seversk illegally deprived of their mandates

Two municipal deputies from Yabloko – Vladimir Petrov in Seversk, the Tomsk region, and Nikolai Sorokin in Kostroma – were deprived of their mandates. The formal reasons were the demand of the city public prosecutor’s office due to the verdict in a criminal case and “inaccuracies in the declaration”. In fact, in both cases, local authorities got rid of actively working deputies who protected the interests of citizens.

The Moscow City Duma once again opposed Sergei Mitrokhin’s proposal to protect the rights of citizens during the development of Moscow

On 17 April, the majority of deputies of the Moscow City Duma ignored Sergei Mitrokhin’s draft appeal to the Moscow Mayor. Mitrokhin demands that Mayor must return to Muscovites their right to get information about construction projects planned in their area. The document, which received support from deputies of A Just Russia and the Communist Party, received only 14 votes in favour, since representatives of pro-government’s United Russia and My Moscow traditionally left the meeting room during the discussion of the draft intiatated by a Yabloko deputy.

For four days, from Thursday to Sunday, volunteers will accept essential items and food-stuffs. Reception hours: from 13:00 to 19:00.
